organizations have its areas of
Technology of the Information and
Communication very little valued. Generally, they initiate the use of its technological resources of natural form, with level of sufficiently precarious planning. In this scene, it is common to find only a responsible one for computerization, use of computers with isolated systems and to little or no attention for a criteriosa evaluation in relation the available priorities, goals, resources, costs, time of development and plan of expansion. As negative consequences of this scene, we live deeply the following situations: • Discontinuity of projects for constant changes of priorities and objectives, or for necessity to take care of emergenciais situations, mainly the ones that appear of isolated decisions of the managers. • Bad sizing of computational and human resources for the unit of technology of the information. • Systems of information implanted without adequate conformity how much to the functionalities, generating more problems of what solutions. • Desmotivação of the involved professionals in the process and of the municipal controllers, who many times decide to reduce the investments in technology. So that if it obtains an inversion of these scenes, we must unite the municipal strategical lines of direction and organizacional intelligence to the Managing Plan of Technology of the Information and Communication - PDTIC. What it is the Managing Plan of Technology of the Information and Communication - PDTIC the information, in a globalizado environment, is condicionante for the success of the
organizations, expressing itself a strategical tool of high value added, when it allows, to the managers, to be constantly informed on the external scenes; e consolidates, in any time, all the important 0 variable for the decision taking. In this direction, to analyze the organizacional context, its culture, rules, politics, behavior norms, and the involved human resources in all this structure, is basic factor to trace the lines of direction of implantation of the Technologies and Systems of Information and Communication. The Technologies of Computer science and Communication and the Systems of Information and the Knowledge must, then, permear all the organizacionais levels (operational tactician/, managemental and strategical) to reflect, under the form of processes total integrated, the activities executed in each one of the municipal functions. Rank in such a way, the implantation of Technologies of the Information and Communication when considered only under the departmental optics or exactly only in the tactician-operational levels they will not reflect the necessities strategical, becoming inócuos all the efforts expended for the Unit of TIC. Traditionally, however, this is the approach given for the majority of the projects developed in the organizations: departmental, tactician-operational. If to point out, then, the majority of the organizations in this context, where the Technology of the Information and Communication is not the “main business”, but only one tool rack of work, and if in coming across them with the Units of TIC, acting with this weak matrical positioning, will see imensuráveis efforts in the implantation of the technological resources, becoming impossible the Management of the Information with strategical purposes. The first step, therefore, to change this scene where if they find the majority of the organizations, is to promote a reposicionamento of the Unit of TIC in the organizacional context, spreading out widely, in all the levels, the importance that the Technologies of the Information and Communication have for the increase of the effectiveness of the performance of each municipal function. Following step is to promote the alignment strategical of the city. The Municipal Strategical Planning must contain, in its conceptual model, can say thus, allthe excessively plain strategical ones of the municipal functions. That is, it must be subsidized/ancoradopelos excessively plain directors. Thus, the Managing Cloth of Technology of the Information and Communication must be a considered plan to line up the excessively plain strategical ones, consolidating the Municipal Strategical Planning, therefore it will subsidize great part of the actions the excessively plain proposals in strategical ones. A Managing Plan of Technology of the Information and Communication is, therefore, a plan that evaluates the current situation and projects the necessities of technology of the information and communication of the city and recommends the process most adequate to carry through it. He is composed for a sequence of processes interrelated, defined for the determination of the objectives and goals to be reached with the job of the resources of computer science and telecommunications, and for the indication of the necessary resources for its development.
