other hoodlums out of Mega City One, Psi-Judge Anderson receives cryptic visions of a giant wolf escaping from a cage and slaughtering people throughout the city. She is actually receiving the signals from another Psi, a criminal who wants Anderson out of the way. The Psi takes on a dominatrix form and seduces another judge into poisoning a prisoner of her choosing. She also gets Anderson shot during another job, though Anderson that she is facing someone with powerful
psychic powers. Her injuries put Anderson into a coma, so she is given protection by another judge. The psychic attacker almost corrupts him into attacking Anderson to kill her. She does this through some other psychic assassins in her employment but the Psi-crooks are attacked by some of Mega City One’s less desirable citizens (muggers), so the cop saves Anderson’s life by not giving in. They kill the muggers and themselves to avoid being discovered by the judges. The chief
assassin herself is still at large. At the cubes (prison cells), the judge hypnotised by the assassin, Glenny Maxworth administers the poison. It enables the prisoner to fake his own death. He is Orlok, a serial killer of serious reputation, who Anderson has fought before. Anderson realises that Orlok is the wolf she has seen in her visions. Orlok unites with Glenny. They block Anderson out as well as they can and go on a killing spree. Anderson, awake, but not fully cleared as healthy enough for duty, defies orders to give chase personally. The judges catch Glenny after an exciting car and bike chase. Anderson gets through Glenny’s psychic defences to uncover the killer’s wherabouts. He has faked a helicopter crash and is believed to have fled to Russia. Once there, he raises an army with the aim of invading Mega City One. Anderson is ordered to execute Glenny. Exciting but inconclusive material.
