In the poem the wall is a kind of a fence between two neighbours who meet next to it becouse of the whole. Every
spring they mend the wall and the speaker says that this fence is not neccessary, he does not need it but he repairs it becouse his neighbour wants to. The speaker suggests that probably the elf destroys the wall, though he knows it is not true. The neighbour claims that they both need the wall becouse when sth is divided there is everything ok. The fence is a kind of division between two individuals . There is lack of communication between two people.
