In order to face the
financial cris es of As ia in 1998, the govern-ment has made out the strategic policies
for the enlargement of the domes tic commercial demands, the implementation of the effective
financial policy, increas ing of the is sue of long-term national debt and the further development of the infras tructure cons truction. The to-tal of the national debt is s ued by the s tate has amounted to 510 bil-lion Yuan until 2001. The greater success has been made in the
province in the utiliz ation of the in-ves tment of the national debt to further develop the economy and the s ocial development of the province than before. During the period of four years, there are 569 projects covering in the fields of a-griculture, fores try, water, trans-portation, communication, rural electric network, city infras tructure cons truction, grain depot, the e-quipment for the public s ecurity, procuratorate, people's court and education, the pollution control for "three rivers and three lakes", touris m, hygiene, indus trializ ation of the high and new technique, the network cons truction of TV cover-ing all the villages us ing the fund of national debt in the province. The total inves tment amounted to 44.784 billion Yuan among which 10.931 billion Yuan of inves tment was from the national debt. S o the province has s ucces s fully en-larged the domes tic financial de-mand, s peeded up the cons truc-tion of the infras tructure, improved the environment, accelerated the readjus tment of the economic s tructure and driven the general development of the economy and s ociety in S hanxi Province.
