With the rapid development of Chinese tourism industry, the industrial status of tourism will be more and more important in the state economy by the end of this century. In the 9th 5-year plan and Long Term Target of China National Tourism, the National Tourism Bureau puts forward that state and local governments should attach great importance to national tourism which should be suported and developed as predominant industry and new pilot industry in accordance with the government-oriented strategy. According to statistics, by 1996,22 provinces had put the tourism industry as pilot industry, pioneer industry, key industry, or leading industry. The tourism industry in Shandong Prouince has developed a lot during these years. The percentage in the economy of Shandong Province has continuously increased. The total volume for the tourism industry in Shandong accounted for 10.45% and 3.42% of the general income of tertiary industry and GNP in Shandong Province respectively. This did not accord with the tourism resources and the location of Shandong Province. The exploitaiton is obviously not deep enough, especially not in compliance with the advanced economic development and tourism resources in Shandong. Thus tourism must make even bigger steps and seek new economic opportunities. Therefore, it will surely bring new opportunity to the provincial tourism industry to review the pattern of the provincial tourism industry, to study and investigate superiot marine province and to carry out marine tourism and recreation industry on a large scale.
