The fact that the Communist Party of China becomes the leading party in the multi-party cooperation system is determined
by the historical development of Chinese society and the nature of the Communist Party and the democratic parties. Such leading position has been formed during the revolution, construction and reform practice. The relations among the political parties under the multi-party system in Western countries cannot be taken as the criteria for measuring the political party relations in China. Due to the independency in the organization of democratic parties and the equality in the inter-party relations, the Communist Party of China can only perform as the
political leader in the political affairs and multi-party cooperation, and democratic consultation is a must. Since the Communist Party and different democratic parties share the common fundamental interests and objectives, and because of the initiative of the democratic parties and the superiority of the political party system, the relationships between the Communist Party and the democratic parties shall be a kind of interdependent and
interactive relation, supporting and benefiting each other.
