The restrictions imposed on the implementation of the state right of self-defense is that the self-defense, when armed attacked, should be reported to the Security Council the implementing measures of self-defense and be pursued under the supervision of the Security Council just before the necessary action being taken by the Security Council . In addition, the principles "necessity" and "fitness" set up by the International Law must be followed in the process of implementing the state right of self-defense. In the anti-terrorism fight, the region where the state right of self-defense can be implemented has been extended and the principal part of the implementation has become more complicated .Therefore, striking out at international terrorism is considered as a long-term and onerous task of the international society . Being an exceptional case of the legal use of force, the implementation of the state right of self-defense should be severely restricted in the future development of the International Law .
