Fourteen out of Nineteen PHEIs in the Province of Albay, Philippines participated in these studies that have an organizational structure utilizing a combined centralized and decentralized organization. The common HR programs are employee orientation and succession planning among the PHEI. Facilities and services needed by a HRD are modern telephone communication systems, computers, scanners, typewriters, printers, photocopiers, facsimiles machines and an internet connection.
The “very effective” perceptions of the respondents on HRM practices are specifically: a) HR planning; b) job analysis and specification; c) recruitment, selection, and placement; d) personnel orientation, integration, and training; and e) employee compensation among the PHEIs in the Province of Albay, Philippines.
There is a significant relationship regarding the perception of the respondents on HRM practices since the programs of the HRM department are properly delivered to the employees.
The common responses of the PHEIs in the Province of Albay, Philippines are a) avoidance of unionism, b) lack of basis for reward and penalty, c) leniency of rating,, d) lack of training for upgrading, and e) the presence of the halo effect of uniformity rates. This will be resolved through some serious planning and the immediate execution of those plans to the benefit of all parties involved.
