now go to the tutorial. for the first step you need to have an account at NetSpend. Register there and put in all data needed. you should put in your real email address. Ok verification your NetSpend account.
Now you have NetSpend account. leave it for a while but don't logout it. On new tab open paypal account and click on "Get Verified" in my account page. After you are done that you have to click on "Link Bank Account" button. Now go to your NetSpend account and click on "Paypal Transfer" then put your Routing Number and Account number from NetSpend into your Paypal Page. Then Click "Continue".
For first step has finish now you're going to wait a few days. probably about 3-5 days. You will get an email from paypal that paypal have send money twice. If you have gotten that email please open you NetSpend account and go to "Transaction History". Here you should see two random deposits.
Leave NetSpend Account for a while again and open paypal account and click on "Get Verified" then click on "Link Bank Account". here, it should say "Confirm Bank". Now get the two deposit amounts at NetSpend and then type them in your paypal "Confirm Bank" page. then click submit.
ok now you should get verified paypal. and it's legal.
