In more than half a century since the United Nations was founded, the
international situation and the con- stitution of the
UN have undergone tremendous changes. The super power pursues unilateralism, which poses unprecedented serious challenge to the United Nations. This has placed the UN reform and its right orientation in the new situation on the important and urgent agenda. The Security Council is the primary link on which the UN reform efforts should be concentrated. Seats for the developing countries in the Security Council should be properly increased, so as to enhance the representation and authority of the UN. Veto of the present five permanent members of the UN Security Council was formed down the ages, and should not change. The added permanent members should not enjoy the veto. The UN Economic and Social Council and other organizations should also have necessary reform in order to operate rapidly and efficiently. The United Nations and the UN Charter are all the times in line with the demands of the age and the fundamental interests of the
international community, and thus they are indispensable and irreplaceable. The United Nations and the UN Charter need reform and
improvement, but the lack of reform or improvement will not yet make them out-of-dated. The super power is in a vain attempt to reform the United Nations and distort the UN Charter in the logic of hegemony.
