In an island somewhere in micronesia, where
the locals are fish eaters, among the top crime rates deals with car crashes where the driver was usually caught driving sleeping.
Biologically, fish could be the main culprit in it.
Research says that fish, when eaten raw is like raw steak that contains microorganisms and worms in it. There parasites may live inside the body and may react to the central nervous system which may lead for the human infected to think more slowly than normal.

Fish, especially those who are traveling from fresh to salt water are likely to have some
parasitic worms in them.
