There is short of freshwater resources in the eastern part of
North China Plain. The sustainable development of agriculture has restrained by
drought,
waterlogging, salinity and saline groundwater. The control of Haihe River has resolved the outlets for
drainage of flood,
excessive rainwater and saline groundwater. To exploit and utilize shallow groundwater including brackish water and semi-saline water for drought combat and irrigation in spring; To drain off flood and excessive
Rainwater in rainy season, to leaching
soil salt and drain off saline groundwater by summer rainwater, increase rainfall infiltration, reduce surface runoff, and transform the rainwater into groundwater; To divert and store river water in autumn and winter and recharge groundwater for water source supplement. The stratum space of soil and phreatic water has taken as the underground reservoir for regulating atmospheric precipitation, soil water, groundwater and surface water, regulating groundwater depth at critical dynamics as its index, transforming the natural precipitation and surface runoff into available water resources to the maximum extent. Conjunctive use of surface and groundwater, promoting the balance between exploitation and supplement of water resources, making the process of soil leaching and desalinization by rainwater and irrigation to be stronger than that soil salt accumulation by evaporation due to drought, and the process of groundwater freshening to be stronger than that mineralized. The comprehensive control of drought, waterlogging, salinity and saline groundwater, the sustainable utilization of water resources, the sustainable development of economy and society, and the good circulation of eco-environment can be realized.
