From the experience in the two pilot zones constructed in the Sino-Nippon Government Cooperation Project-Plan for the Integrated
Development of
Waterlogged Area in the Four-lake District,Jianghan Plain,Hubei Province,the planning method for the development of the waterlogged area(WA)was discussed.The re - sult suggests that WA generally can be classified into two types,one is characterized by the soil parent materi - al from the diluvial deposit and the other by that from both diluvial and lacustrine deposit.The two types differ in geomorphology,soil structure,cropping system and the economical level.The"Unit Hydrographic Set"is considered as a basic regionalization unit for the planning.The great potentialities and barriers of the soil and water resources should be put in the first place in the plan,and the theory on the comprehensive reclamation of land in Japan was introduced as a conceptual basis.As technical standards and criteria for the reclamation and the construction of the subsidiary facilities of the land was,the relevant data resulted from the experience of WA development in the late20years at home and abroad was recommended.The Quantification TheoryⅠwas proved to be a suitable method for the evaluation of land quality of the micro-zone of the
waterlogged land.Finally,a set of systematic index was put forward to evaluate the implementation effect of the plan,which is composed of three parts,the physical reclamation effect to the land,the amelioration effect in the farming and the comprehensive economical effect.The first part among the three was specially emphasized.
