Soil erosion is the joint result of both natural process and mankinds action. It is not only the cause of disaster but also
the way of soil resource transfer. Of course, we should control the damage of soil erosion, but as for the soil resource, we should take advantage of eroding silt. We should not create another new ecological damage while one kind of ecological damage is dispelled.Therefor soil erosion should be carried out according to
suitable administration. As far as soil erosion in Yangtze River Basin the basic criterion of the "moderate degree" in the suitable administration is the balance between erosion and deposition. That is, we should consider both the stabilization of river course, river mouth delta as well as coastline and profit of entire river basin. For the sake of cutting down the continual loss of upper reaches of river, which is caused by suitable administration, the means of compensation is used. In specific operation the way of the
total quantity control of erosion is exercised. The soil erosion quantity that reaches"moderate degree"is used as the basic controlling quantity in total quantity control of erosion. In the fixed total quantity condition, the permitted quantity of soil erosion in each erosion area is distributed. So that the areas can control erosion based on their actual strength. So the resources can be reasonably arranged and the maximum profit in the entire river basin can be achieved.
