The harnessing areas of soil and water conservation is not sequence and the harnessing areas is small in Huangfuchuan watershed
before 70 decades, the harnessing areas of soil and water conservation is steadily expanded after 80 decades, up to 1997 year, the harnessing areas of soil and water conservation reaches about 9×10 4 hm 2 . The environmental problems such as flood characteristic,erosion and deposition et al have been affected because of soil and water conservation in Huangfuchuan watershed. The main results are as below: the number of days of useless runoff after harnessing is more than before harnessing,the average silt charge of flood become lower than before harnessing,the average velocity of flood augment after harnessing,the average runoff of flood is higher than before harnessing,the average momentum flood become greater than before harnessing, the erosion thickness per flood momentum is bigger than harnessing,and the deposition thickness per momentum of flood is smaller than before harnessing, etc.. The cause of formation to above problems will be researched recently.
