To the surprise of many analysts, federal legislation was enacted in 1994 to preempt remaining state economic
regulation over intrastate trucking rates and routes and to reduce the remaining role of the
Interstate Commerce Commission (ICC) in regulation of interstate trucking. These two actions largely completed the deregulation of freight transportation--an industry that represents more than 6 percent of America's gross national product--that had begun nearly two decades earlier
