This paper describes the differences between the standards and requirements of professional
licenses and those of
certification programs. The paper points out that state-required licenses are much more stringent in terms of educational and professional standards than
certifications offered by certification programs not regulated by the state and that, often, these certifications programs are offered by organizations that exist simply to collect revenue in the form of
examination fees and
membership dues.
