public institutions are committed to
accountability and outcomes
measurements, this
paper argues that an Inmate
Tracking System at the Wisconsin Resource Center (WRC), should be implemented. It discusses benefits of the system, which include greater accountability and efficiency, thereby addressing two present weaknesses. Establishing a tracking system requires a new, holistic, organizational view; multiple, significant changes in WRC's operation and assessment of the technology structure and in employees' computer competence. This paper's scope is limited to outlining a plan of
