In order to guarantee the
"smooth transition and handover" for the 12-year
transition period DENG Xiao-ping proposed to create conditions for the Hong Kong people who "love the motherland and Hong Kong" to gradually participate in the administration and
train talents for the purpose of "administration of Hong Kong by the People of Hong Kong" following its return to China in 1997. Britain's "honorable withdrawal" and its
political confrontation at the expense of the Sino-British cooperative relations and the future of Hong Kong undermined the basis of cooperation between the two countries and blockaded the road for the political institutional "through-train" to move from "old Hong Kong" to "new Hong Kong". Under these circumstances China, acting on the principle of "keeping the initiative in our own hands" and in accordance with the stipulations in the Sino-British Joint Statement and the Basic Law, decided to "put up another stove" with regard to the political system of Hong Kong and started all over again the preparations for setting up the Hong Kong Special Administrative Region.
