This first part of this paper examines the current
structure of NASA, and the problems that are spawned by its fragmented
structure. The paper then looks at the goals, obstacles and potential benefits of the One NASA program, paying special attention to the
Integrated Financial Management Project (IFMP). It examines whether the IFMP -- an agency-wide effort to overhaul NASA's financial and administrative systems and processes - can have a positive effect in building a more integrated organizational culture within the space agency.
