The fundamental Marxist theory and practice have confirmed the mutually inclusive relationship between socialism and democracy,
and proved from the combination of history with reality that the latter is an important content of the former. In other words, democracy is not only an essential requirement of socialist movement, an inherent attribute of the socialist system and a basic characteristic of socialist society, but also a long-range objective that has been pursued since the rise of socialist movement. A regime that regards the people as ruler of the country, it is the requirement of developing the socialist market economy and an important strategic mission of the socialist
construction. Thus according to the strategic schemes set forth at
the 16th National Congress of CPC, democracy should be consolidated in the development of market economy, so that the overall progress of the socialist construction can be secured, the important thought of Three Represents can be better incarnated and implemented, and the ideal of scientific socialism can be approached to.
