This paper looks at how eminent scholarship and critical historical reviews have stated that there was little about the New
Deal that could be called "conservative" and that FDR was "cautious" not to allow America to slip into another
depression. It examines how, in contrast, the New Deal was a revolutionary series of programs, simply because of the impressive number of innovative, bold initiatives that had never before been passed by Congress in such numbers.
