The half century history of
international human rights is a history of intense
conflicts on two theoretical and practical approaches on human rights, and on intervention and anti intervention. Such conflicts focuses on the following six aspects. (1) Formulate the international conventions on human rights. (2) How to fairly implement the two international covenants on human rights. (3) The diplomacy of human rights and the principles of non interference internal affairs. (4) The rights to development. (5) How to balance obligations and responsibilities, personal
interests and group interests, civilian and political rights and ecnomic, social and cultural rights. (6) Human rights and sovereignty and humanitarianist interference.The conflicts between intervention and anti intervention on international human rights show that American hegymonism is not only the biggest threat on the contemporary international
relations but also the biggest obstacles to the development of human rights. The conflicts on human rights have been largely beyond the scope of human rights, and become an important part of the conflicts between
hegymony and anti hegymony in today’s international relations. $$$$
