This paper defines Unfunded Mandates Reform Act of 1995 and shows how this requires federal agencies to prepare a written
analysis of any especially costly
mandates handed down to State, local or tribal governments. The paper shows how this act effects the local airport authorities, as well as other institutions and asks whether this act is effective or not.
