If a Sales Tax Were the Only Tax?". The paper considers Altman's
article, which analyzes Representative Joe Linder's
proposal to replace the income tax with a national sales tax and discusses Altman's point that such a proposal cannot be undertaken in such a simple a manner as Linder makes it sound.
