This paper explores the hypothesis that African-Americans, as well as their elected representatives, have a special relationship
with the military. In support, the writer presents statistical evidence, interviews, and extensive analysis of certain key issues, such as the recent
draft proposal and the prevailing agendas among both black and white veterans' groups.
