This paper explains that the state of Arizona is attempting to pass an "English First"
referendum, which would require that
only English is used on ballots. The author feels that the "English First"
referendum represents a subversion of civil liberties guaranteed to all citizens of any creed or color under the Bill of Rights. This paper states that the purpose of this
proposal is to establish a system of data collection that would penetrate the effects of such a referendum upon the psyche of Spanish-speaking voters. The paper seeks funding to complete this research and presents a brief technical outline of the project.
