The Three Strikes
Law, passed in 1994, sent repeat offenders to mandatory long terms in prison in the United States. This
paper presents an overview of an
amendment to this
law, Proposition 66, which calls for lighter sentences for non-violent crimes. It looks at the views of those in favor of the amendment, as well as those against it, such as Governor Arnold Schwarzenegger whose successful campaigning led to its demise.
