This paper discusses how the extensive thirteen-chapter review looks at everything from the history of al Qaeda and other terrorist networks, to the exact approach the FAA, NORAD and our countries' leaders took in deciphering the attacks as they happened. It shows how, in the closing chapters, the commission gives advice on reorganizing the U.S. government's foreign as well as domestic policy as to better suit societies changing ways. This essay
