This paper discusses how, despite the enormous amounts of money spent over the last 20 years, the numbers of
homeless in
America only seem to be increased. It examines how, based on these amounts of money, it would seem that affordable housing could have been built and paid for each and every
homeless person in America, and the
problem would then be solved. Through a literature review, it analyzes why the problem persists, as well as the underlying factors that continue to create the condition of homelessness for so many American citizens.
