It is the best period of hydropower development in the history during the Eighth-Five-Year Plan in China. It isexpected that
there would be 15, 000 MW of installed capacity to be put into operation,which is 1.64 times larger than that of the Seventh-Five-Year Plan. By the end of the Eighth-Five-Year Plan, the installed capacity under con struction is more than 38,000 MW. The basic principles of working out
the Ninth-Five-Year Plan for hydropower development are as follows: Strengthening macro-control and giving priority to the hydropower development;pro moting the hydropower developed by the cooperation among parties concerned and transmission of electric power from West China to East China;Optimizing the hydropower structure and developing the power sources for peak ing; Combining the local conditions to Develop large-, medium- and small-scale hydropower station in the mean while;Adopting the continuous cascade development to form the rolling development mechanism. The development goals are to reach the total installed capacity of 70,000 MW in the whole country by the year of 2000 and about 125, 000 MW of total installed capacity will be completed by the year of 2010. The problems, such as development funds length of loan maturity, tax policies, antecedent expenses, resettlement in reservoir area, etc. should be solved firstly for giving the priority to the hydropower development and improving the energy structure.
