Though it sounds very awkward, once the CONTRACT system is introduced in Government
jobs the mind set up of the people be changed. This system will benefit the real talented and industrious servants by dint of whose hard work the Government offices are running.
Now a days this system is introduced in sports only. In Cricket Australia, players are picked by national selectors and the value of their contract is determined on the basis of their value in the team. Depending on their utility in Test or One-Dayer teams, players are graded, seeded and ranked for major tournaments. Player payment is linked to his rating. Thus, under contract system a player is graded according to his overall performance and gets payment according to his grade.
Only a man bestowed with qualities like sincerity, regularity, punctuality and dedication towards work can be used for other's utility. Similarly, if the Government servants would be graded and posted according to their utility, they will render better service to the people by providing qualitative service to them. After being selected for the Government jobs, the Government Servants would be graded according to their performance during a particular period of time. Again, the most advantage of this system is that it directly benefits both the employees and beneficiaries by exploiting qualitative works from the employees and making it reach to the beneficiaries.
Secondly, it creates an atmosphere of competitiveness amongst the employees. Each and every employee would try to enhance his grade by dint of hard work.
The contract system in the hands of Government will be an effective weapon to abolish middlemen in Government offices. People would like to directly approach the employee for their work and the employee would render his service promptly to get credit of it.
Since the selection of the employees for their gradation is made by a number of experts, the chances of doing favour to a particular employee does not arise. No doubt an employee will get more than what he is getting in the present structure, where ashes and horses are being treated equally. Huge amount of money will be saved in the Government Exchequer by slicing so called ashes in the Government/Public departments. It further reduces establishment expenditure and economy in expenditure by way of salary and perquisites to the deserving employees only.
The system will be effective to a great extent in curbing brain-drain. The right person will be in the right position because wrong persons entry to the right position will automatically be banned.
