Terrorism: An Offspring of Development and Peace
The world terrorism first appeared during the French Revolution (1789-1799).
Though, Terrorist tactics have been used for hundreds of years. Terror, terrorism and terroristconnote the relationship among 3 'I's the- Instrument, Ideology and Individual (Intriguer). Terrorist is an individual, who plots something secretly, for the attainment of particular set(s) of goals, espouses the ideology of terrorism and performs it through the instrument of terror. In a broad sense, it seems, the modern terrorism is a by-product of the policy of peace and development.
In fact with the advent of nuclear weapons in 1940s, with its hazardous and overkill element, world witnessed an awe and terror policy, pursued by both the Super Powers. A huge and horrid clamour would have been made all around that the Super Powers had acquired MAD (Mutually Assured Destruction) level. In this dreadful environment, war, being an utmost ruinous, deadly and costly affair, had lost all its meaning and became futile. Thus, maintenance of peace was given primacy to all. It was stressed that peace had to be preserved at all costs. As a result, the notion of 'peace before justice' came to dominate the world. Justice had been placed on back seat, which culminated in the large number of unsettled disputes. Consequently, small disputes became big disputes, local conflicts turned into universal ones and so on. At one hand, war as a classical means of settlements of disputes couldn’t last long, at the other, absence of any other appropriate and peaceful means of settlement of disputes marked an era, which saw a new world- full of dissidents. Allied with this is the mien of development- the new advancements in the field of science and technology. The dissidents after getting mingled with these modern, sophisticated scientific and technological tools (I the form of arms-ammunitions, weapons, information network etc.) reproduced an offspring- the terrorist- a new variety of non-state actors.
There are a number of phenomenons, which are worldwide in nature and no one can limit them in boundaries. Indeed,nations should try to co-operate collectively under United Nations to get positive results, as in their individual capacity they can’t do more, to put an end to this malice. Therefore, come forward, nations of the world unite, work for the cause, combinely and get the ultimate peace for humanity.
