WHAT
TERRORISM MEANS?
What does terrorism mean? When the
opposition takes violent form, we call it as terrorism. As it isn’t possible to remove opposition, hence, it will not be possible to remove terrorism also. It has been existing since immemorial times in one or the other form.
Terrorism is basically a relative term. People spreading the violence are terrorists in the eyes of rulers but they are the martyrs in the eyes of the people who oppose rulers. It isn’t only one person or some group of people who are opposing western countries but there are some countries. Such countries don’t like some of the
policies of western countries at all. They clandestinely support terrorism. Their opposition is the root cause of terrorism. As this opposition can never go, hence, terrorism also can’t go. Only its magnitude can be reduced. Terrorists use terrorism to terrorize people so that the rulers change their policies not liked by terrorists. Once some people engage themselves in terrorist activities, it becomes very difficult, almost impossible, for them to give it up. Also their leaders compel them to follow the path of terrorism.
WHY TERRORISM TAKES PLACE?
All the people working in a group will never agree at one point. Some people openly express their opposition and some don’t express it at all fearing some punitive action. They try to show their allegiance to the leader.
Those, who rule believe in ‘might is right’, want to force their decisions, wrong or right, on one and all. When people come out openly against the
ruler, they use force so that people follow them.
Some people follow them without much resistance and some people don’t want to surrender at any cost. When such people take the weapons in their hands and kill people here and there by any means, we call them terrorists.
As some of the people show opposition continuously, there is continuous drain on the power of the people suppressing the opposition. As a result, the powers of the mighty person/ruler get exhausted ultimately.
The ruler who imposes the least
taxation is the best. He should spend all the tax collected for the welfare of
public and spend nothing on leading luxurious life style of self and family members or supporters. When power goes in the hands of greedy people through democracy or otherwise, the amount of taxation goes up as the ruler and his family members lead a luxurious life demanding more and more money and it leads to heavy taxation. The public suffers. Many times, such rulers attack other nations to fulfill their demands and terrorism starts.
Democratically elected governments may be good provided the taxation imposed by them is justified. Democratically elected governments impose normally more taxes than the other forms of governments.
Further, a king is supposed to collect tax and spend it on public welfare schemes such as defense, health, law and order, education etc. When the governments, democratically elected or any other form of government, don’t spend the tax collected for public welfare, the terrorism starts making its roots and one day it becomes like a tree and it becomes difficult to suppress.
There is one more very important reason for terrorism to flourish. When the places from where the tax is collected and the places where it is spent are different, people oppose it and terrorism starts. Nobody likes that he/she should put the efforts and some other person should enjoy the outcome.
The non-uniform distribution of
natural resources is also responsible for creating terrorism. People from the countries where natural resources aren’t there or available in meager quantities want to utilize the natural resources of the countries where these are available by hook or crook. Sometimes greedy nations also involve in such activities. When there is opposition to such activities, the attacking nations call the opposing people as terrorists. This is what is happening in Arab countries. The United States and other western countrieswant to utilize the natural resources of Arab countries without utilizing their natural reserves. When Arab people oppose exploitation of their natural resources, terrorism starts.
If the ruler has to face the continuous opposition for the policies followed, it will lead to heavy unjustified taxation on the public. This taxation isn’t meant for public welfare, rather it is meant for saving their kingdoms. Nobody likes this taxation.
HOW TO CONTAIN TERRORISM?
The most important aspect in controlling terrorism is to modify policies in such a way that maximum people like these policies. Revising the policies in this way will surely help in reducing terrorism. All the people can like no policy. There will surely be opposition; but the policy should be such that it creates least opposition. Thus, there will surely be reduction in terrorism activities. ‘Might is right’ will not be able to contain terrorism in present scientific world. The ways of creating terrorism have changed over a period of time. People used to exercise muscle power in ancient times to terrorize people, but at present, muscle power plays not so important role.
It is almost impossible to eliminate terrorism totally but it can surely be minimized somehow by cutting arms and money supply to them. This seems impossible as some people who control production means give support to terrorists and the terrorists’ attacks keep on taking place unabatedly. A rift in the terrorist organizations itself may help in curbing terrorism.
