is being regarded as a pressing request and strategic option in all educational systems. The educational institution must respond to this request and take into consideration the quality as a standard for the educational product as well as the environment used for such product. Said request is supported by the guidance and care given to the comprehensive quality which was always a standard that distinguishes the educational institution in all educational phases, particularly the higher ones.


    The facts of the era and the challenges faced by the development plans in our educational institutions require that modern means and methods are to be implemented in order to support and guarantee such quality.  It is important to start from the message which stresses the need for making use of the new innovations and everything useful. It is to apply the practical and theoretical framework under the guidance of our environment, culture, values and directions with the aim of achieving distinguished educational services according to the desires and aspirations of the users. Therefore, the higher educational institutions are working hard so that they can increase their abilities to achieve their objectives through the enhancement of the level of performance and improvement of the educational process quality.


    Strong challenges and competitions in the international markets are based upon international specifications that are founded on the standards of quality in both production and performance. These standards are regarded as the basis for preference and distinction. In order to achieve such quality, it becomes a must to pledge to these standards. To make sure that these fundamentals are really implemented, a system be established to guarantee both quality and approval.


    Therefore, the higher educational system together with  its components in whole should be subject to continuous assessment within the framework of quality system that has its own defined standards.


    The educational institution (e.g. university, faculty, institute and academy), as is the student himself, should affirm its success each year and pass the quality tests on continuous basis in order to guarantee the quality of its outputs according to a strategy depending upon the educational quality, guarantee of continuity, self assessment, continuous improvement and conformity with the basis and standard requirements approved by the educational systems.


    The application of quality guarantee and approval system strengthens and increases transparency of the higher education institutions. Also, it develops their ability towards improving and developing their outputs in the qualitative and quantitative fields according to the defined economic, social and cultural standards and rates. In addition, it supports the said educational institutions with directional guidance in order to increase the quality of their academic operations and educational services. Furthermore, it gives credibility to the level of scientific certificates and grades given by these institutions and assures international recognition and acceptance which make them more stronger to face internal and external competition.
