In this research the
researcher uses descriptive qualitative design, because the researcher deals with data that are in form of words, rather than numbers and statistics. Therefore, this research used descriptive qualitative design, in which the data were analyze and interpreted based on theory claim of policy with writing approach.
The data sources in this research were the claims of policy in opinion column of the Jakarta post publish from 1st April to 30th April 2006. The researcher analyzes which several steps; first of all the researcher categorizes the data into five categories which are in accordance with the divisions of data use as the data sources, the data of each categories are presented analyzed and concluded, after the data of the whole categories have already been presented analyzed and concluded, the researcher makes tentative conclusion and continued by making conclusion from the result of analysis and find out how claims of policy were used in the opinion column of the Jakarta Post in term of politics policy.
The result of this research is presented as follows;
In the first category writer states his claim explicitly and every one can understand what this claim is. To defense his claim the writer give the readers some reasons and evidences that will able to prove and convince his claims by restating his opinion and his understanding what pornography is, and what should we do to differentiate whether pornography or not. In the second category, in this essay the way the writer states claim is by presenting what Australia should behave to Indonesia and the writer also suggests to Indonesia to do the same thing. To defense his claim the writer presents some arguments that should be understood by two countries, that two neighbors likewise needs to be aware of the pressing need for relations to be mutually inclusive, not mutually exclusive. Another reason presented by the writer to defense his claim is the impact of bad relationship if the two country do not want to change the relationship principle, or do not care and understand what each country wants. In the third category, the way the writer states the claim is by showing the reality faced by Indonesian government. He stated that the condition of our country¸ the biggest problem is corruption, is a lesson to Indonesian government that should learned hard to be able to solve this problem. In defending his claim the writer presents some evidences that will support his claim, that Indonesian government should learned hard to fight corruption that become the biggest threat to development of our country , and as a reason that his claim should be true. In the forth category, In this essay the writer does not stating his claim explicitly, but the researcher implicitly find out what the writer wants to claim in his essay. In defending his claim, the writer presents some reasons to support his claim. In the fifth category, in this essay the writer explicitly states his claim that it is clear that Australia should not granting any visas to Papuan asylum seeker since Australia knows that Papua is not under threat or facing political abuse. to defense his claim is that Australia should knows how sensitive this issue to Indonesia, and Australia should carefully presents good reason to Indonesian, so that Indonesia does not feels has been betrayed by his closest neighbor
From the result of the study, the researcher concludes that The most of the writers of opinion column of the Jakarta post present the claims of policy in their essay are explicitly and clearly show what are being claimed, common expression that is used is the should that is one of indication of claim of policy, just little of them state the claim implicitly without expressing the indication of claim of policy, but the writers give the readers some clues to identify what the writers want to prove in their essay, so the researcher does not any have any difficulties in determining what is being claimed by the writers.
In defending the claim, the researcher finds out the way the writers to defense their claim, namely that most of the of the writers explain the reasons related to what is being claimed, by giving evidences and arguments related to what is being claimed, and the writers also warn the effect that will happen if their claims are not followed.
