A group of automobiles with a single owner, a company or corporation are fleet vehicles, and the police fleet comprises vehicles owned by the police. The task of managing the fleet vehicles is hard, and the police fleet vehicles have the risk of exposure to the unusual conditions like all-local driving and twenty-four hour use. Organizations like police, continuously find ways that reduce the liability risk associated with the exposure. A police fleet manager has to deal with many problems and challenges that include tight budget, constantly moving vehicles, speciality vehicles, and the presence of fleet vehicles on the road for 24 hours, along with the providing back up vehicles as needed. The police fleet manager has to work within the structure and culture of the law enforcement. While fulfilling the main priority of keeping the operational costs low, fleet managers have to face the challenge of maintaining a maintenance budget with vehicles that are under constant usage and exposed to gruelling mechanical conditions. The policy of allocating and maintaining vehicles is ‘Lexington plan’, and many departments refer this as ‘take home plan’. The main intention of the plan is to prevent the crime by using the fleet vehicles, saving the city money, and increasing the allocation of the work force of the patrol. The present paper analyses the factors that are responsible to promote the take police take home vehicle program to the entities of the local governments. Overview of the programme Take home-car plan is assigning a cruiser to the officers living within the city and township limits and the officer can keep the cruiser at his residence while off duty. In 1970’s in Lexington, Kentucky, government initiated the policy ‘Lexington Plan’. According to this plan, while off duty, the officer may use the car anywhere for personal use, and he can park the vehicle at his residence at a conspicuous location.
The local governments modified the plan according to the present conditions.The following are the benefits seen by the departments, Crime prevention: The likelihood of committing crime decreases in the neighbourhood where there is parking of the marked police vehicle. The residents feel safer. Increased patrol: The patrol increases while the officers are off duty, the residents and the fellow officers can get the assistance from the officers Increase in the life span of the car: The life span of the car increases from 2-3 years to 5-7 years with the programme. Sense of ownership: Officers will take a better care of the car, and the morals of the officers’ increases. It is easy to find out the accountability for the misuse and faulty care of the vehicle. Decrease in the over time duty: Avoiding the delay in response until the oncoming shift is available is one advantage. This helps in reducing the delaying response in motor vehicle accidents and in progress emergency calls. Quicker response and better preparedness to critical incidents: Officers including the officers of the critical response units can respond at anytime from the home with the required equipment and there is a chance of mobilizing the entire police force.
