The article holds that Russia's
diplomacy scored great successes in 2000, and all this was due to Putin's ability to size
up the situation, make timely adjustment of the policy, take active measures to reverse the trend. Generally, the successes were obtained in 5 aspects: ①Improving Russo_American
relations, resuming Russo_NATO relations and elevating Russo_European relationship to a higher level. ②Shifting diplomatic efforts to the East in the second half of the year, thus promoting Russia's relations with the East. ③Developing Russo_CIS relations and successfully checking the independence tendency of the CIS states. ④Launching continuous offensive moves in the arms_control area, adding difficulties to the America's intention of developing NMD system. ⑤According to Russia's national interests, dealing with those “rogue states” which were hostile to the United States on Russia's own initiative. The article says that Russia has basically established its new diplomatic guideline which generally is a continuation of Primakov's diplomatic line. It has three basic concepts: maintaining national interests and safeguarding great_power position, promoting multipolarzation process and striving to be a pole in the multipolar world, pursuing omnidirectional
diplomacy. Forecasting Russia's diplomacy, the article says that Russia will be an independent force on the world arena and it will not seek protection from the West. Russia will spare no effort to develop its relationship with China, India and Japan. And CIS states will remain Russia's “absolutely first priority.”
