The article says that during the cold war period SovietIndian relations was a very special one which covered almost all aspects
of bilateral cooperation.Now,ten years after the ending of the Cold War,India maintains a sustainable yearly economic growh at 6.5% and above,its military strength continuing to grow and it has obtained tangible achievements in its diplomatic offensives with last year's mutual visits by Clinton and Vjepayee in particular.Exactly against such a background that Russia,which is eager to be a great power again,changed its prowestern attitude and ,striving to build a strategic structure favorable to itself,renewed its special relationship with the former ally India.The renewed RussoIndian partnership mainly covers three areas:①Politically,there is a “Declaration of IndoRussian Strategic Partnership” between the two countries where Russia firmly support India for being a permanent member of the UN Security Council.②Militarily,the two countries have reached 4 agreements including Indian purchase of Russia's weaponaries,such as aircraft carrier(a gift from Russia),100 T90 tanks and 140 Su30 MK fighters.③Technologically,Russia will help India to build a nuclearpowered electric station with two lightwater reactors.The article observes that,while not aiming at the third party and not forming any alliance,the new “Declaration”is clearly different from the 1971“Treaty of Peace,Friendship and Cooperation between India and the Soviet Union.”
