organization.Xia maintains that the founding of SCO was an inevitable result of the Shanghai Five's development.From the third summit to the fifth summit,the heads of the Shanghai Five had already widened their topics of discussion from simple border question,CBM and force reduction to much broader areas such as politics,security,economics,diplomacy,culture,energy and transportation.So,the founding of the SCO marked a significant transformation of the Shanghai Five from a regional security forum into a regional cooperation
organization.Xia lists seven specific features for the SCO:① It is the first regional cooperation organization in history initiated by China,located in China and named after a Chinese city.②It is the largest RCO in Eurasia.③ It is a multilateral cooperative organization pioneered with security issue.④ It is an organization of non alliance,with open nature and not aiming at other countries and
international organizations.⑤ It is a muti lateral cooperative organization inspired with “Shanghai spirit”.⑥ It advocates a new perception of security,a new state to state relationship and a new model of regional cooperation.⑦It is an organization where China and Russia play an important role.Xia holds that the SCO will be beneficial to the stability and prosperity for the 6 members as well as the region,to the resistance by the member countries against foreign intervention and pressure,to the development of cooperation in Eurasia and to the establishment of a new international political and economic order.
