ABSTRACTS OF REMARKS FROM SYMPOSIUM ON THE PROSPECT OF THE U.S.MILITARY ACTION AGAINST TERRORIST ATT

Article Abstract by: TsingHua

Original Author: Peace and Development
Here are some of them:Gan Suqing(CPDS):the September 11 event has exposed the "blind point"in U.S.military strategy.Facts
have proved that the United States is really not safe. From now on,within a short period of time, the United States will change its unilateralist foreign policy and seek rapprochement with China and Russia in order to gain support from great powers for its anti-terrorist actions. But U.S.diplomatic and military strategy can not be fundamentally changed. The U.S.strategy will to a greater extent focus on internal defense and pay more attention to the research of and protection from the asymmetric wars and terrorist threat in particular.Guo Zhenyuan(China Institute for International Studies):Since the ending of the Cold War,the United States has been seeking a major enemy. This event let U.S.govenment and most Americans know that international terrorism is the major enemy the United States would face in the 21 st century.Tao Wenzhao(Institute for American Studies,CASS):The event will have profound impact on U.S.diplomacy and strategy and America's decision-makers or public might give either reasonable or unreasonable response. The reasonable response might be a recognition of a new major enemy-the terrorism,a rethinking of the current unilateralist policy and a step toward the postponement of NMD deployment. And the unreasonable response, instead, might reflect a victory won by Rumsfeld and others who believe that America is very vulnerable to the attacks from the outside, that it should defend itself with NMD.Jin Canrong(Institute for American Studies,CASS):The event has broken the sense of internal security among Americans. It is very likely that change would happen in America's internal control, from traditional "freedom for citizens" and the limitation of government power to a tougher control over the whole society.America will probably turn to be a relatively closed society instead of an open one.America will spend more time to seek international rightfulness and the establishment of anti-terrorist alliance.Sa Benwang(China Institute for International Strategic Studies):September 11 event is really an important event in the international life, but it can not create a major turn point. It is not very clear now whether terrorism has been upgraded to the status as a major enemy for the United States, thus becoming a major contradiction for the world,or whether the United States would fundamentally change its security strategy. We should still wait and see.I believe that the event will only force the United States to partly and limitedly adjust its military strategy because the event didn't change the general goal of the United States.Xia Yishan(China Institute for International Studies):The event, important as it is,can not change the direction of world development, nor can it change America's desire to realize its unipolar rule of the world. But the event does exercise significant impact on U.S.defense and diplomatic policies,so U.S.will improve its Russia and China policies for a relatively short period of time.
