Ma observes in his article that America's pulling India and India's drawing close to America have become a natural action
between the two countries.This is because that since the ending of the Cold-War the strategic structure where America and Pakistan formed one side and Russia and India represented the another side has no longer existed.The change provided a big space for the development of India-U.S.relations.The United States,starting from its global security strategy,regards China as America's strategic rival.So,"pulling India to contain China"would be a natural choice by the United States.India,whose geopolitical interest is said to be conflicted with that of China,also regards China as its"major permanent rival."The interest of both India and America has therefore coincided.Despite all above mentioned,there still exist many obstacles which would do harm to India-American relations:①India has always been opposing American hegemonism.②It is impossible for the United States to abandon its traditional ally-Pakistan.③India regards Indian Ocean as its "territorial lake"and this is entirely different from the U.S.regional strategy.④China,Russia and other countries concerned are vigilant against the possible development of India-American relations.⑤The political pressure from India's inside.
