The US President Bill Clinton made a five day visit to India from March 21 to 25. As the first American president to visit
India in 22 years, Clinton’s visit gets a widely international attention. Since the nuclear test between India and Pakistan, in the face of the development and changes of South Asia situation, the US policy towards South Asia is being adjusted, among which the trend of its India policy catches one’s eyes most. An obvious change from “negative” to “positive” appears in the US on its acknowledgment and orientation of India. On this basis, the US begins to make a positive adjustment on its India policy: (1) “admit” India’s core status in South Asia and its important position in Asia, and advance the strategic conversation with India comprehensively; (2) change from emphasizing “the single topic” to developing “the full directions”
relations; (3) give prominence to their common interests on anti terror and economic cooperation; (4) emphasize particularly on obtaining India’s acknowledgment and “coordination” by “flexibility appeal”. It reflects American profound and strategic intentions, including: (1) “shaping” favorable regional strategic situation starting from the creation of “a new American century”; (2) expanding American influence on India, reinforcing its control on south Asia; (3) consolidating its “competitive edge” in the information era; (4) “containing” China to a certain extent, and melting the possibility that China, Russia and India unite to contain the US. In a short period, it is difficult for US and India to make a breakthrough on their relations due to their unconquerable disputes.
