The adjustment and trend of Russian foreign policy after Putin took power, has aroused the worldwide attention. From the
view on the current foreign policy and diplomatic measures, Russia’s all direction diplomatic structure has been formed, which focuses on the West, the national economic interests and the balance between the West and the East. Relax its relationship with the West: actively recover its “constructive partnership” with the US and improve its relationship with the European countries. Improve and strenghten its relationship with the main Asian countries: ( 1) Further deepen Sino Russia strategic and cooperative partnership. ( 2) Return the Korean Peninsular by negociating the friendly neighbourhood and cooperative treaty with KOR. ( 3) Continue to develop its constructive partnership with Japan. (4) Determine its strategic and cooperative relationship with India. About the Independent Union, Russia will turn to be more practical and cooperative. (1) Strenghthen the union relationship, enhance the union power. (2) Promote their cooperation on collective security. ( 3) Strenghthen economic cooperation and push the process of integration. Putin’s concern on the adjustment of foreign policy is: strive for equal position politically, and expand its diplomatic space; serve for its economy revitalized strategy; expand its position and influence as a big Euro Asian country. But because of the long time recession of its national strength and the deterioration of its geo environment, Putin’s new foreign policy is facing three challenges: First is the challenge of NATO’s eastward expansion; second is the challenge of the dispersed trend of the Independent Union; third is the challenge of its economic difficulties.
