Sino-Russia relations is one of the most important bilateral relations in the contemporary international relations. The strategic and cooperative relationship set up by both sides is unprecedented in the contemporary international relations. In dealing with many bilateral and international critical problems, China and Russia can often agree with each other without prior consultation, Their attitudes are identical, and they can cooperate well with each other. All these show that their strategic and cooperative relationship is mature. At present, Sino-Russia rlations is at a historically new starting point: (1) It requires to deepen Sino-Russia reltions that the new president Putin’s task is to strengthen his country. (2) China’s reform has entered into the second period of its “three steps” strategy. Thus, on the timetable, China’s “three steps” strategy is consistent with Russia’s economic development strategy before 2010. (3) The changes in the international situation require the two countries to further enhance their cooperation standard under the premise of multi-polarity and mutual promotion. All these will add new energy to Sino-Russia strategic and cooperative partnership. In the new period, as strategic and cooperative partners, China and Russia, in the international fields, will mainly devote to push the multi-world to be formed, and to set up a new world order for a justice, equal and reasonable international politics, economy and security; in the bilateral relationship, they should enhance their economic cooperation, make efforts to overcome those difficult problems that hinder their cooperation on economy and trade, as to make their trade relationship step onto a new stage and to make their political and economic relationship developed well.
