On September 1,the US President Clinton declared not to authorize the
deployment of NMD temporarily. It is due to
the
consideration of domestic elements to do so, but it does not mean that the US will give up deploying NMD, because the building of NMD has become an accomplished national policy of the US. First, it is an important part of the US national security strategy to develop and deploy NMD, and the Clinton Administration considers it "very necessary". Therefore, Clinton's decision would not influence the process of the
deployment but divert the attention of mass media and save time and energy to prepare for the final deployment. Second, the supporting force in the US, which includes thinktanks of the conservatives, the army, arms dealers and Republican congressmen, is very strong, while the opposition force, which is headed by the former administraters, scientists and specialists of international affairs, has much less influence on this issue than the pro-force. Third, it is due to the consideration of the election tactic. NMD has become the point at issue between the US two political parties in this election year. The Republican Party is more radical on this issue than the Democratic Party, and Bush's attitude is more formidable than Gore's.
