Abstract
The Kosovo war and NATO's air strikes against the Chinese Embassy in Belgrade are no
isolated events, instead, they are part of the post-Cold War U.S. global strategy which aims at
obtaining domination over the whole world. With the disintegration of the former Soviet Union
and the end of the Cold War, the United States turned to be the sole world superpower. Although
there exist different opinions at home in regard to what total strategy the U.S. should implement
under the new international situation, a consensus has been built up among the mainstream of
the ruling and the opposition parties on continuing to seek world hegemonism and pursue a
uni-polar pattern led by the United States in the 21st century on the basis of reinforcing its
economic and military advantages. Based on this consensus, President Bill Clinton made his
post-Cold War global and regional strategy, which is to improve the multi-faceted economic and
security mechanism, maintain superiority over national strength, play a leading role in the
existing and U.S.-created multi-lateral regime, and establish a U.S-led international community
formed completely by “democratic nations” by the year of 2015. The essence of this
strategy is to pursue expansionism, stress interference in global and regional affairs and
highlight the important position of the United States in world affairs; while on regional
arrangement, seek to forge a “two-ocean strategy” which covers both the Atlantic and the
Pacific Ocean in attempt to put itself into a favorable position.
