Abstract The Wye Accord,modifying the
principle of `land for peace
′which formed the basis of the Madrid Peace Conference
and was upheld by the Oslo
Agreement as such,has linked Israel′s troop withdrawals with Palestine′s adoption of
concrete security measures,and has set the guarantee for Israel′s security as a condition for
phasing out its troops,thus embodying in fact what Netanyahu has all along insisted on the
principle of `security for peace′.The reaching of the accord reflects the political consideration
and needs of the leaders of the US,Israel and Palestine:the US wants to enhance its dominant
position in the Middle East;Netanyahu needs a new agreement for ensuring security for Israel;
Arafat needs and expects the US for further assistence in order to push forward the peace
process and stabilize the internal situation of Palestine as well as the Palestine Israel
relationship.The implementation of the accord has not been a smooth one right from the
beginning,as voices of objection within both Palestine and Israel have been rather loud.The
severe repression of the Palestinian Authority against the Hamas and other extremist
organizations would possibly lead to vigorous resistence from the opposition forces within
Palestine.Thus,the accord might continue to produce unstability in the region.
