The Western powers including the US,France and Britain have adjusted their African policies one after another in recent years,stepping
up a new round of contending in Africa.The US has intensified its "single polar strategy",raised the position of Africa in its foreign affairs,and rushed to complete its global strategic deployment by the end of the century,regarding the seizure of dominance in African affairs as its end project for finalizing its strategic arrangement of exclusive domination over the whole world by one superpower;it has also used trade and investment as bait for
making access to the `exclusive domains′ of both France and Britain,and pushing forward the institutionalization of the US African relationship.France has used “attack as a means of defence”,trying strenuously to maintain its traditional ties with the Francophone Africa while making large scale advance onto the Anglophone Africa.Britain has been active in making progress to turn the tide of its decline and strengthen its competitive capability in a multipolar set up.France and Britain have tried to coordinate their actions in Africa,indicating their intention to join hands against the US and challenge the US hegemony.In pursuing their new African policies,the US,France and Britain will be confronted with many difficulties and checks:the US will find it difficult to replace France's influence in Africa;the joining of hands by France and Britain is but an expedient measure,and it is hard for them to stand to the US as equals.The new round of scrumble among the Western
powers has presented new challenges and new opportunities for China to consolidate and develop relations with Africa.
