Abstract Since 1995,the US has energetically adjusted its Africa policy, shifting its focus from politics to economy,from
assistence to trade and investment.The backgrounds are that the Cliton Administration has not only been under the parliament pressure to cut foreign
assistence, but has found it necessary to change its previous policy of negelecting Africa and laying emphasis on assistence, so as to obtain the support of the Black parliamentary group; what the Cliton Administration has in mind is the competition for resources and market in the 21st century. It is imperative to establish a new pattern of partnership with the African
countries which have rich resources and great market potential and whose economy is increasingly turning for the better.The African development policy formulated by the US of substituting assistence with investment and trade will provide both opportunities and challenges for African countries in their economic development; at the same time,it will have great impact on the implementation of China's strategy of pluralizing foreign markets.The Chinese enterprises should start from the angle of national interest and pay serious attention to the opening-up of the African market, to invest and build factories in Africa, and make use of the marketing channels both internal and external in African countries so as to expand our market share in the continent.
